Sure you could, but that would specifically limit arm choices to whatever "new pose" pieces you have on hand. The OP's original concept(s) would provide more flexibility (no pun intended) because instead of only having certain arms in certain colors, you could just slap the accessories on and use any LEGO arm you have. It allows for more options that way.

@Armorthe, I think that it would be a great idea to make the posed arms AND the neck-poser thing. That way, you could have a little of something for everyone.

I think this idea sounds excellent, and even more so Armothe's idea!

I would love to see that added to the BF lineup!
