Not sure where you read that, but in page 2, it says, "about half our height, and smaller than the bearded Dwarves." So I'd say closer to three feet than four.
And come to think of it, I think it refers to Sting as a "little knife" for the trolls, not the elves.
Page 40- "...Bilbo took a knife in a leather sheath. It would have made only a tiny pocket-knife for a troll, but it was as good as a short sword for the hobbit."
