I have a hard time believing this because all china makes is the fig packs, magnets, keychains, and the Collectible figs. You know, the small stuff. Sets aren't made over there.

No, but undoubtedly they are using Chinese figs in otherwise European sets. You can tell very easily. (at some point soon I will take some compare/contrast pics and post on my flickr). Also, my recently purchased keychains seem to be of normal quality...
So because they just happen to be low quality, they are automatically Chinese? That is pretty poor thinking right there.
I just said sets aren't made in China (this includes the figs), and keychains are.
Lego has been cracking down on bootlegs, and they did a good job in Europe but in Asia it is hard to have reign. If they started making sets in the prime location of bootlegs, that is basically handing it over to bootlegs.
And there is that possibility that Lego isn't paying attention in their factory, like they didn't years ago when pieces started breaking due to the quality of the plastic (that wasn't made in China).

So I'm guessing we are safer buying the big sets like Blackbeard's boat?
Yes it is safe.
