Yep, colored pencils and markers. I also just layed a sheet of paper on top of the original B&W and traced it so he looked exactly the same. ;D

He is using an older version of GIMP, I think. I'll make up a tut on how I do it and hopefully put it up over the weekend; that might help. When he refers to Colors, in GIMP 2.6, that's under the Filters menu now, I believe. Oh wait. It used to be there, now it's its own menu. Anyway, I'll make up a tut.

I think it may help to just get used to the 'feel' of GIMP, too, before you try doing anything major. I would suggest trying some signatures to learn how to use filters and such; these ones are my favorites:
