What do you use to make decals?

I usually use Gimp, although I've recently (more like last year) obtained Inkscape. I highly recommend downloading it, as it's free and quality.

Although, I still have yet to figure it out.

Well its easy just making one instead of using a program but its best to pick a lego minifig body that you want to use, anyways the tools you require is glue, white paper, textures or markers, scissors and lego minifig.

First take apart the lego minifig and leave the body and put the rest of the pieces of the minifig beside you, second get the white paper it doesn't have to be blank it can have lines on it, anyways get the scissors and put the paper on the lego minifig body and cut around the paper thats on the minifig. Don't cut the head piece, third get the textures, pencil or markers that depends what you have and draw your design, fourth glue the back of the blank side and put it on the minifig than put the pieces back together and there is your decal. And you are done but you can swap around third with fourth if thats easier to you.
