Nope! That's a Technic hose stuck through the torso. This technique only works on the old-style hollow torsos. :)

It works on Classic space well too.

However the torso used in the miniquin is not the old style hollow torso. ;)

That hasn't worked to well for me. The hose is pretty stiff, and would have to be very securely attached to the torso in order to be bent.

I actually used a 4mm hose for the arms on this miniquin. Although not actually a 'LEGO' product a seller on Bricklink sells multiple colors of these hoses which are the same dimensions as the clear LEGO pneumatic tubing. Hound is correct that you can simply pinch the hose through an old style torso to come up with a single arm assembly which works much better than cutting up the hose into two separate pieces. For this guy I did use a modern torso and drill out the supports.The hands slide right into the ends of the tubing and work great for needing to pose figs.
