does anybody know if the Powered Assault Commando armour comes with the mini fig body

No, that would be much more expensive! When buying the armor, you're getting just the armor. Similarly when you buy the helmet, you're buying just the helmet (no head). Figs run $2+ easily, and that would drive the price up unnecessarily and make it impractical! Not to mention it's more fun to mix-and-match and customize your own.
